Through discussions among arts councils, arts and cultural exchange facilities and institutions, artists and researchers in Japan and overseas, the conference aims to become a forum for communicating and discussing arts and cultural activities suitable for an international city.
International collaboration of arts and culture is an important factor in enhancing the creativity of the city and creating new values in Tokyo. This forum will invite international experts to delve deeply into the situation of artists and cultural institutions in the global arts scene, the importance of international networking, and the role of cultural policy.

What Art Can Connect in Cities: Reflecting on the Shift Change of Creative Sites
The Arts Council Tokyo, a public interest incorporated foundation of the Tokyo Metropolitan Foundation for History and Culture, holds an annual forum on contemporary and important topics in the field of art and culture.
This forum will highlight the value and potential of arts and culture to cities.
Art culture and creativity are essential to the future of our cities and society. The Tokyo Metropolitan Government has formulated the "Tokyo Strategy for the Future," aiming to become "the cultural city of choice from around the world," and is promoting the creation of excitement, discovery of new values, and prosperity through arts and culture, as well as the formation of a base to disseminate Tokyo's charms to the world and the construction of an arts and culture ecosystem. This forum will invite presenters from Japan and Hong Kong to share their views on the attractions and strengths of cities that are active in creating and disseminating arts and culture.
The Post 2020 Tokyo will consider the present and future of Tokyo from multiple perspectives, as to how it can communicate its identity through art and culture and deepen exchanges with global cities.
About the Arts Council Forum
We hold a forum to discuss contemporary and important topics in the field of arts and culture, and invite experts from a variety of fields to take the stage, with the aim of creating a forum for discussion on the ideal form of arts and culture measures as an international city.

Speaker Profile
YAMANAKA Tamami (Senior Researcher, Mori Memorial Foundation)

After joining Mori Building Co., Ltd., he was in charge of planning and development for projects at Atago Green Hills, Venus Fort, and Roppongi Hills Mori Arts Center. He assumed his current position in 2003. He specializes in culture and industry, hands-on tourism and urban planning. He wrote (2012), which focuses on Tokyo's tourism experience; "The Power of Culture, the Future of Cities" (2016 2019), which focused on the city's cultural creativity and how to support it, and conducted interviews with cultural leaders active at the forefront; and 2018 (Kashima Shuppankai, 2023).
Paul Tam (Executive Director, Performing Arts Division, Hong Kong West Kowloon Cultural District Administration (WKCDA))

He led the Performing Arts Division at WKCDA, where he runs world-class performing arts programs and venues. She led the strategic development and sustainable development of the performing arts at WKCDA and was responsible for directing business direction, creativity development, venue management, technology and production, facility planning and management. An art executive with more than 20 years of experience in performing arts management. Prior to joining WKCDA, he was the Executive Director of the Hong Kong Ballet where he was responsible for strategy development, institutional design, branding, education, community support and international touring. Before that, he was the marketing director of the Hong Kong Philharmonic Orchestra. He is a past president of the Hong Kong Arts Administrators Association, a board member of the Federation for Asian Cultural Promotion, and a member of the International Council for Performing Arts Advancement Committee. Educated as a pianist and composer, she holds a degree in piano performance and an MBA in art management from York University in Canada.
UCHIDA Mahoro (Manager, Preparation Office, Culture Creation Building, Takanawa Gateway City (temporary), JR East Cultural Creation Foundation)

Supervised planning for the Osaka Kansai Expo theme project, signature pavilion "Future of Life".
Aiming to create a public place where knowledge and beauty merge, he has participated in the establishment of cultural facilities at JR East, and has also worked as an advisor and commissioner for museums in Japan and overseas.
2002-2020 Worked at the National Museum of Emerging Science and Innovation. Engaged in the development of numerous special exhibitions and permanent exhibitions that combine science with art and design. Guest curator of Barbican Center, Good Design Award Jury, etc.
Taro IGARASHI (Architectural history, architectural critic)

Born in 1967. He was an architectural historian and architectural critic. He is currently a professor at Tohoku University Graduate School. Graduated from the University of Tokyo in 1992. Ph.D. (Engineering). Served as artistic director of the 2013 Aichi Triennale and commissioner of the Japanese pavilion at the 11 Venice Biennale of Architecture. Supervised exhibitions such as "Impossible Architecture," "Window Exhibition: Art and Architecture Journey Through Windows," and "Revisiting Decoration: Architecture and Rediscovery of Nihonbashi." He received the Newcomer Award from the Minister of Education, Culture, Sports, Science and Technology in the 64 Art Encouragement Prize and the Architectural Institute of Japan Education Award (educational contribution) in 2018. He wrote many books, including "Elimination art for who?" (Iwanami Shoten Publishers), "New Religion and Giant Architecture" (Aodosha Publishing Co., Ltd.), and "Enlarged Edition of War and Architecture" (Shobunsha Publishing Co., Ltd.).
