Arts and Culture and Urban Power: New Opportunities and Challenges for International Expansion
The Arts Council Tokyo, a public interest incorporated foundation of the Tokyo Metropolitan Foundation for History and Culture, holds an annual forum on contemporary and important topics in the field of art and culture.
International cooperation in arts and culture is an important factor in enhancing the creativity of the city and creating new value in Tokyo. This forum will invite international experts to delve deeply into the situation of artists and cultural institutions in the global arts scene, the importance of international networking, and the role of cultural policy.
We have invited Ms. Araf Ahmadari, Director of the Amsterdam City Arts and Culture Bureau, Ms. Choi Seok-gyu, Artistic Director of the Seoul Performing Arts Festival (SPAF), and Ms. Jill Dre, Executive Director of the international performing arts platform CINARS, as moderators, and Ms. Mariko Tsukaguchi to hold a discussion on the new opportunities and challenges of international expansion of arts and culture, policies and institutions to support artists and cultural institutions active worldwide, and human resource development for international marketing and management.
Through these discussions, we will analyze the impact of the internationalization of arts and culture on cities from multiple perspectives and explore new perspectives toward the realization of a sustainable city of arts and culture.

Araf Ahmadari

Director of the Amsterdam Arts and Culture Bureau
After working as a policy advisor for the Amsterdam Arts and Culture Bureau, he became Director of the Bureau in February 2021. She has extensive experience in international cultural policy, fundraising, entrepreneurship and policymaking in the creative industries, and is dedicated to creative (and digital) innovation and music production. He led the city's first "Night Vision," which saw night culture as part of its cultural policy and positioned the development of night culture as an artistic driver in Amsterdam.
Choi Seok-gyu

Artistic Director of the Seoul Performing Arts Festival (SPAF)
Festival Director, Producer and Researcher. Artistic director of the Seoul Performing Arts Festival (SPAF) (2022 – 26). Creative director of the Seoul Performing Arts Fair (PAMS) (2020 – 22). He currently devises and implements numerous projects, including festival programs, creative research residencies, labs, and workshops, focusing on key themes in Seoul contemporary art. He has served as festival director and creative director for the UK/Korea Season Festival 2017-2018, Chuncheon International Mime Festival and Ansan International Street Drama Festival. He founded Asia Now Productions (AsiaNow) in 2005 to develop, produce and perform innovative Korean/Asian contemporary physical theater and interdisciplinary art. In 2013, he founded the Asia Producers Platform (APP), a collective network of independent producers in Asia, and more recently co-founded the Asia Pacific Festival Connection (APFC) with the aim of promoting Asian artist mobility and Asian perspectives.

CINARS Executive Director
After serving as CINARS International Development Director, he became CINARS Executive Director in March 2022. Over the past 25 years, he has gained solid experience in art management and international development of the performing arts. He has been General Manager of Art Circulation, a non-profit organization for contemporary dance, Financial Director of the dance company O Vertigo, and General Manager of Theatre Sans Fil (Caserne Letourneux). He has also consulted for the Arts Council of Quebec (Conseil des Arts et des Lettres du Québec), the University of Montreal, the Arts Council of the City of Laval and several music and theatre companies.

President and Executive Director of the Open Network for Performing Arts Producers (ON-PAM)
2006 – 17 He was involved in the international platform business as a TPAM in Yokohama Program Officer at PARC – International Center for Performing Arts. He was involved in the establishment of the Open Network for Performing Arts Producers (ON-PAM) and has served as Executive Director and Secretary General since 2013. He assumed his current position in April 2019. Stayed in Edinburgh and London as a trainee under the Agency for Cultural Affairs' Overseas Study Program for Upcoming Artists in 2009. Director of ST Spot Yokohama, an accredited NPO. Member of the Council for the Development of Appropriate Contractual Relationships in the Culture and Art Field of the Agency for Cultural Affairs.
