Learn how to approach regional issues from a new perspective based on examples from Akita, Tokyo, and Okinawa
In recent years, a variety of art projects have been held in various places, and art and cultural activities in the city are expanding even further. I believe that these efforts, which cut across diverse fields and create changes in the lives of local communities, will further develop and expand through the cooperation of the government, which supports local communities, and the private sector.
In this course, you will learn about the possibilities and methods of working on cultural projects in partnership between various entities from the government and the private sector. Through the examples of Akita, Okinawa, and Tokyo, which are taking various approaches to local issues through cross-disciplinary efforts through culture, we will discuss with the participants how to realize a better partnership between the government and the private sector, how to link local government policies with the field, and the significance of these methods for starting up "public" in the future.

SAITO Kazuhiro (Director, Planning and Finance Department, Akita City)

He joined Akita City Hall in 1988. Experienced resident autonomy and citizen cooperation in the Citizen Cooperation and Urban Decentralization Promotion Office since 2005. Assigned to the Citizens Service Center in 2009, Planning and Coordination Division of the Planning and Finance Department in 2010, and has been in charge of the development of cultural facilities and the Art and Culture Zone in cooperation with prefectural and city governments since 2013. In 2016, he became the chief of the Planning and Coordination Division and promoted the project of cultural creation through citizen's power. In 2021, he assumed his current position in 2022.
MITOMI Akie (Secretary General, Arts Center Akita)

Born in 1981 in Shizuoka Prefecture. Graduated from the Graduate School of International Development, Nagoya University. Since 2006, he has been with the Japan Foundation, an independent administrative institution, engaged in youth and artistic and cultural exchanges in Tokyo and Manila (Philippines), as well as promoting Japanese language education overseas. After working for the Global Fund for Education Support, which provides leadership training and scholarships for high school and university students who experienced the Great East Japan Earthquake and high school students living in orphanages, he assumed his current position in 2018.
UECHI Rika (Chief Program Officer, Okinawa Arts Council)

Born in Miyakojima City, Okinawa Prefecture in 1988. After completing the Graduate School of Policy and Media Studies at Keio University, he worked as an art manager at Miyakejima University in Tokyo Artpoint Project 2013. Since 2014, he has been the art manager of Himing, an art NPO based in Himi City, Toyama Prefecture, where he is responsible for on-site management of art projects while exploring forms of collaboration between citizens, artists, and the government. Since 2016, he has been in charge of Tokyo Artpoint Project and Tokyo Art Research Lab at Arts Council Tokyo. He has been in his current position since 2021.
Ryuki HAYASHI (Senior Manager, Culture Promotion Division, Civic Culture Department, Naha City/Supervisor of Planning and Production Group of Naha Arts Theater)

Born in Niigata Prefecture in 1982. Translator and theatre researcher. He is currently in charge of the planning and production group of the Naha Cultural Arts Theater and the advisory board of the Okinawa Arts Council. After participating in art projects in Japan and overseas with the theater unit Port B, he was a specially appointed lecturer at the Graduate School of Tokyo University of the Arts (2014 – 17), a program officer at the Okinawa Arts Council (2017 – 19), and a member of the German public theater Drama Turku (2019 – 21), and assumed his current position in 22.

SERIZAWA Takashi (Director of P3 art and environment)

Born in Tokyo in 1951. After graduating from the Department of Mathematics, Faculty of Science, Kobe University and the Department of Architecture, Faculty of Engineering, Yokohama National University, he engaged in research on ecological land use planning at Regional Planning Team Co., Ltd. P3 art and environment was established in 1989. It was based in the underground auditorium in the precincts of Tocho-ji Temple until 1999, and since then has been developing various art and environment-related projects without specifying the location. His books include (Wandering the Planet) (Iwanami Shoten), (View from the Moon) (Mainichi Shimbun), and (Beppu) (ABI+P3 Joint Publishing Project).
