The Arts Council Tokyo was established in 2012 (Heisei 24) within the Tokyo Metropolitan Foundation for History and Culture after discussions at the Tokyo Arts and Culture Council, an organization attached to the governor that makes policy recommendations for the comprehensive and effective promotion of cultural measures in Tokyo.
In 2015 (Heisei 27), in order to strengthen its structure and functions, the company reorganized its business by integrating with the Tokyo Culture Promotion Project Office, which develops business in cooperation with arts and cultural organizations and art NPOs. In cooperation with Tokyo Metropolitan Art Museums, theaters, halls, etc., which manage and operate as a designated administrator, the Center plays a role in the implementation of the Tokyo Metropolitan Government's arts and culture policy and develops various projects that enhance the attractiveness of Tokyo.
