About Tokyo Artpoint Project

Arts Council Tokyo 's "Tokyo Artpoint Project" is a project to create various "art points" to create new values and creative activities for society together with NPOs (*) that are responsible for local communities. Utilizing the characteristics of art to re-examine the obvious, to find issues, and to connect different fields, we are working to create a system that creates relationships and creative activities for individuals to live a rich life through experimental art projects.
Co-hosted by the Tokyo Metropolitan Government, Arts Council Tokyo, NPOs*, and local governments in Tokyo, we have collaborated and implemented 49 projects with 62 organizations from 2009 to the present (April 2025). We are also working to create an environment for such activities to continue.
*In addition to NPOs, non-profit organizations such as general incorporated associations and social welfare corporations are also included.

What are art points?

It is a place where an art project is continuously moving and a creative base where people who create the activity gather. We believe that "Art Points" are formed by a variety of people, including artists, management staff, volunteers, and participants.

Tokyo Artpoint Project will implement an art project as a "co-sponsored project" by three parties: the Tokyo Metropolitan Government, Arts Council Tokyo, and NPOs. In the co-sponsored project, the three organizations share the process from project planning ~ implementation ~ review and proceed while discussing. The advantage of "co-sponsorship" is that it can be promoted slowly according to the progress of the business and the organization. We can spend not only business expenses but also operating expenses, and we will share information, skills, networks, etc. in addition to funds. However, it is not easy for organizations of different sizes, objectives, and rules to work together. Therefore, in order to untangle the tangled threads and climb up step by step, Tokyo Artpoint Project 's "program officer" will accompany the project.

The Program Officer (PO) at Tokyo Artpoint Project is a professional staff member who connects the government with the field of art projects. Many POs have on-site experience in art projects and their own expertise, and their roles can be broadly divided into two categories.

(1)accompany someone to the project site

In close contact and meetings with NPOs, we provide guidance on how to build plans and systems, manage progress, manage risks, check accounting documents, and accompany projects.

(2)create an environment at the site

We aim to solve problems encountered in the field by creating programs and systems that lead to the development of an environment for art projects.

We place great importance on building a "team" that smoothly runs the management cycle of art projects (planning, preparation, implementation, reporting, verification, and evaluation), and creating a base that supports activities involving diverse people. For example, we provide learning opportunities in collaboration with the Tokyo Art Research Lab to promote our activities. We will also work to create a network between NPOs that are responsible for Tokyo Artpoint Project.

Open the results of research and development to society

Artpoint Meeting by Yusuke Ono

In order to unravel art projects that use the "town" as a field to accompany people's activities and present questions through art, Tokyo Artpoint Project regularly holds "Artpoint Meetings" to invite guests based on topics that have emerged from their activities and weave new "words" through case studies and discussions. In addition, we create a place for learning to face the ever-changing society online, through video viewing, and face-to-face, and publish books, videos, and other materials produced during our activities free of charge on the Tokyo Art Research Lab (TARL) website.

We have researched and developed management methods that focus on the recording and evaluation of projects based on the voices of the people at the site that emerge from the practice of art projects, and we have opened these methods to society.

When selecting co-sponsors, the Arts Council Tokyo Division will review and select them at the Project and Co-Organizer Selection Committee, which is composed of external experts.
