About the Tokyo Art Point Project

The "Tokyo Art Point Plan" implemented by Arts Council Tokyo is a project to create various "Art Points" to create new values and creative activities for society in cooperation with NPOs (*) that support local communities. Through experimental art projects, we are working to build relationships and create a framework for creative activities that enable individuals to live enriched lives by utilizing the characteristics of art, such as rethinking the obvious, identifying issues, and connecting different fields.
Jointly organized by the Tokyo Metropolitan Government, Arts Council Tokyo, NPOs *, and local governments in Tokyo, from 2009 to the present (April 2025), we have collaborated with 62 organizations and implemented 49 projects. We are also working to improve the environment for the continuation of such activities.
* Includes non-profit organizations such as general incorporated associations and social welfare corporations in addition to NPOs.

What are art points?

It is a place where an art project is continuously moving and a creative base where people who create the activity gather. We believe that "Art Points" are formed by a variety of people, including artists, management staff, volunteers, and participants.

Under the Tokyo Art Point Project, the Tokyo Metropolitan Government, Arts Council Tokyo, and NPOs will jointly sponsor art projects. In the joint project, the three organizations share and discuss the process from project planning to implementation to review. The advantage of co-sponsoring is that it can be promoted slowly and in line with the progress of the business and organization. It is possible to spend not only business expenses but also operating expenses, sharing not only funds but also information, skills, networks, etc. However, it is not easy for organizations with different sizes, objectives, and rules to work together. The "Program Officer" of the Tokyo Art Point Project will accompany the project in order to untangle the tangled threads and climb step by step.

Program Officers (POs) in the Tokyo Art Point Project are specialized staff who connect the administration with the art project site. Many POs have experience working on art projects and have their own expertise, and their roles are broadly divided into two.

(1)accompany someone to the project site

In close contact and meetings with NPOs, we provide guidance on how to build plans and systems, manage progress, manage risks, check accounting documents, and accompany projects.

(2)create an environment at the site

We aim to solve problems encountered in the field by creating programs and systems that lead to the development of an environment for art projects.

We place great importance on creating teams that facilitate the operation cycle of art projects (Planning, preparation, implementation, reporting, verification and evaluation) and creating bases that support activities involving diverse people. For example, we provide learning opportunities in cooperation with the Tokyo Art Research Lab to promote our activities. We will also work to build a network among NPOs involved in the Tokyo Art Point Project.

Open the results of research and development to society

Artpoint Meeting by Yusuke Ono

The Tokyo Art Point Project holds regular Artpoint Meetings, in which guests are invited based on topics that have emerged from the activities, and new "words" are spun through case studies and discussions in order to unravel art projects that are closely related to the activities of people and that present questions through art. In addition, the Tokyo Art Research Lab (TARL) website provides free access to books, videos, and other materials created in the course of these activities.

We have researched and developed management methods that focus on the recording and evaluation of projects based on the voices of the people at the site that emerge from the practice of art projects, and we have opened these methods to society.

The selection of co-sponsoring organizations is conducted by the Arts Council Tokyo Division and selected by the Project and Co-sponsoring Organization Selection Committee, which is composed of outside experts.
