Through discussions among arts councils, arts and cultural exchange facilities and institutions, artists and researchers in Japan and overseas, the conference aims to become a forum for communicating and discussing arts and cultural activities suitable for an international city.
International collaboration of arts and culture is an important factor in enhancing the creativity of the city and creating new values in Tokyo. This forum will invite international experts to delve deeply into the situation of artists and cultural institutions in the global arts scene, the importance of international networking, and the role of cultural policy.

What Art Can Connect in Cities: Reflecting on the Shift Change of Creative Sites
The Arts Council Tokyo, a public interest incorporated foundation of the Tokyo Metropolitan Foundation for History and Culture, holds an annual forum on contemporary and important topics in the field of art and culture.
2023 is the year when normalcy is returning from the pandemic that shook the world. As a reaction to this, large-scale festivals such as biennales have been actively resumed around the world, and the significance of these activities and the messages they convey are attracting even more attention. In addition, over the past few years, there has been a need for a shift in the way creative activities are conducted, including the awareness of people involved in diversity and sustainability activities, as well as the workplace environment and work practices that support culture.
What is the meaning of collaborative creative activities? Why do we want to connect with the world through culture?
Now that we are facing a shift, how can and should we continue our creative activities? The people involved in the culture continue to search for ways to conduct their activities and create them. Focusing on "international festivals" as one of the formats for creative activities in cities, this forum will invite two guests to Tokyo: Suk-kyung Lee, curator of the Japan Pavilion of the 60 Venice Biennale and director of the Whitworth Museum, UK, and Yusuke Hashimoto, head dramaturk of the Berlin Art Festival since 2021. Taro Igarashi will serve as moderator for the discussion.

Lee Suk-kyung

Director, Whitworth Museum, University of Manchester, UK; Curator, Japan Pavilion, 60 Venice Biennale
Director, Whitworth Museum, University of Manchester, UK. He was the artistic director of the 14 Gwangju Biennale (2023), which explored themes of resistance, indigeneity, decolonization, and ecology under the title "soft and weak like water." He is Senior Curator of Art at Tate Modern International and is involved in exhibitions, collections and collections. He also oversaw the strategic vision and related programs of the Hyundai Tate Research Center: Transnational, a major multi-year research initiative at Tate Modern. He was the commissioner and curator of the Korean pavilion at the 56 Venice Biennale and is currently the curator of the Japanese pavilion at the 60 Venice Biennale.
Yusuke Hashimoto

Berliner Festspiele Head Drama Turku.
Born 1976 in Fukuoka. Began acting while a student at Kyoto University, established Hashimoto Productions Office in 2003, and has been involved in planning and producing contemporary theater and contemporary dance, including the Kyoto Arts Center project 'Engeki Kikan.'. Since 2010, he has been planning the Kyoto International Performing Arts Festival KYOTO EXPERIMENT and served as program director until 2019. From 2014 to 2022, he worked at the Rohm Theatre in Kyoto and served as program director. From 2013 to 2019, he chaired the Open Network of Performing Arts Producers (ON-PAM). In September 2022, he assumed his current position as Program Director of the Performing Arts Season, a stage production project held by Berliner Festspiele from autumn to winter.
Taro Igarashi

He was an architectural historian and an architectural critic.
Born in 1967. He was an architectural historian and architectural critic. He is currently a professor at Tohoku University Graduate School. Graduated from the University of Tokyo in 1992. Ph.D. (Engineering). Served as artistic director of the 2013 Aichi Triennale and commissioner of the Japanese pavilion at the 11 Venice Biennale of Architecture. Supervised exhibitions such as "Impossible Architecture," "Window Exhibition: Art and Architecture Journey Through Windows," and "Revisiting Decoration: Architecture and Rediscovery of Nihonbashi." He received the Newcomer Award from the Minister of Education, Culture, Sports, Science and Technology in the 64 Art Encouragement Prize and the Architectural Institute of Japan Education Award (educational contribution) in 2018. He wrote many books, including "Elimination art for who?" (Iwanami Shoten Publishers), "New Religion and Giant Architecture" (Aodosha Publishing Co., Ltd.), and "Enlarged Edition of War and Architecture" (Shobunsha Publishing Co., Ltd.).
