Each year Arts Council Tokyo organizes forums aiming to address current and important themes in the field of arts & culture. Through discussion among experts from various fields, we aim to explore artistic and cultural measures which affirms and enhances Tokyo’s presence as an international city.

Climate Action with Arts & Culture: Pathways and Possibilities
This year’s forum focuses on the escalating climate crisis and examines how arts and cultural institutions, as part of their social responsibility, can contribute to the creation of a more sustainable society.
Grounded in the current global context of climate change, the forum will explore the role of climate action within the arts and culture sector from multiple perspectives, incorporating institutional frameworks that are being developed internationally alongside on-the-ground practices in various cultural fields. Through dialogue among speakers and participants, the forum seeks to identify the perspectives necessary to harness the imagination and empathy inherent in culture as driving forces for social transformation.

Speaker Profile
Feimatta Conteh
(Senior Manager, Environmental Responsibility - Arts Council England)

Feimatta Conteh is working with colleagues to support creative and cultural organisations and practitioners to embed environmental responsibility. From 2020-2023, she was Environmental Sustainability Manager for Factory International, advising and working with all teams to integrate environmental sustainability into their practice. Feimatta has worked across sustainability, technology development, digital culture and the arts for over 15 years. She was a trustee of Phoenix Dance Theatre, Artsadmin and Invisible Dust, and a facilitator of the GMAST network supporting the cultural and creative community across Greater Manchester to address the climate and ecological crisis.
Seita Emori
(Professor, Institute for Future Initiatives, the University of Tokyo.)

Graduated from the College of Arts and Sciences, the University of Tokyo. Completed the doctoral program at the Graduate School of Arts and Sciences, the University of Tokyo, and holds a Ph.D.Since 1997, had been working at the National Institute for Environmental Studies (NIES), serving as Head of the Climate Risk Assessment Section and Deputy Director of the Earth System Division, among other positions. In 2022, appointed Professor at the Institute for Future Initiatives, the University of Tokyo, and concurrently serves as Professor at the Graduate School of Arts and Sciences. Lead author of the Fifth and Sixth Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC).
Mami Kataoka
(Director, Mori Art Museum)

Mami Kataoka joined the Mori Art Museum in 2003, taking on the role of Director in 2020. She has also taken on the position of Director of the National Center for Art Research since April 2023 and Director of the ICA Kyoto since April 2025.
Beyond Tokyo, Kataoka has held positions at the Hayward Gallery in London from 2007 to 2009 as International Curator; she has also acted as Co-Artistic Director for the 9th Gwangju Biennale (2012), Artistic Director for the 21st Biennale of Sydney (2018) and Artistic Director for the Aichi Triennale 2022.
Kataoka served as a Board Member (2014-2022) and the President (2020-2022) of CIMAM [International Committee for Museums and Collections of Modern Art].
Merita Huang
(Consultant, Mastery Management Consulting Co., Ltd.)

Merita Huang serves as Consultant at Mastery Management Consulting Co., Ltd., Assistant Professor in the Executive Master of Arts Administration (EMAA) program at the Graduate School of Arts Administration and Management, Taipei National University of the Arts, Sustainability Advisor for the National Theatre and Concert Hall of Taiwan, and Board Member of the Taiwan Art Sustainability Alliance. Former Co-Curator and Sustainability Advisor for the International Forum for Art and Sustainability organised by the Taipei National University of the Arts. Huang holds a graduate degree from the Taipei National University of the Arts in Arts Administration and Management, with over 20 years of experience in planning and organising large scale arts and cultural events. Currently dedicated to enforcing sustainability in the arts and greenhouse gas inventories, ISO 20121 Sustainable Event Management as well as advising sustainability reporting.
Moderator
Naoko Horiuchi
(Arts Initiative Tokyo [AIT])

Naoko Horiuchi holds an MA in Contemporary Art Theory from Edinburgh College of Art. Since 2008, she has curated and managed a wide range of AIT programs, including artist residencies, exhibitions, symposia, and educational initiatives. In 2016, she launched dearMe, a project that brings together children, youth, and diverse communities to learn through art. She also organizes lectures and workshops that explore the relationship between art and care, and coordinates study sessions on the climate crisis and the arts as a member of AIT’s Green Team.
