FY2025 Creation Grant Category I [Single-year grant 2nd term] Artistic Creation Activities

Creation Grant subsidizes a portion of the activity expenses for Tokyo-based artists and art organizations in order to support various creative activities in Tokyo and their leaders.
Category I [Single-year Grant] Arts Creation Activities support creative activities such as performances, concerts, exhibitions, screenings, and art projects carried out in Tokyo, as well as international art exchange activities in Tokyo and overseas.

From 10:00 on Tuesday, July 1, 2025 to 18:00 on Tuesday, August 5

41 applications were received, 13 were adopted. The first application accounted for half of the total, but only two of them were adopted. In addition, although there were many applications for the projects selected this time, there were many creative activities in which performers and composers collaborated to develop a new repertoire from an international perspective. In addition, projects that mainly feature reenactments with new ideas and perspectives have also been adopted. Please note that as stated in the guidelines, this grant does not cover projects whose main purpose is to spread awareness. We expect active applications from young and mid-career players who aim to step up.

The number of applications for the second phase reached a record high of 87, an increase of 17 from the second period of fiscal 2024. The breakdown of applications was the most common period of the activity foundation formation period, accounting for 80% of the total when combined with the period of activity expansion and development. In terms of content, there were many applications to re-examine social issues such as war and gender through theater, and many works that expanded their creative horizons to the local and international communities after the coronavirus pandemic. Organizations that move on to the next stage through Startup Grant, projects that challenge new expressions by deepening concepts and performance plans, and projects that can serve as opportunities for expanding the scale of activities are adopted. On the other hand, although there were many reenactments and recreations of existing plays, projects that could not be sufficiently updated in terms of creation and were not expected to improve in terms of influence and ripple effect were not adopted. We expect ambitious applications, such as incorporating new initiatives and ingenuity unique to the application project.

The number of applications was 10, all of which were from organizations. In the activity stage, organizations in the expansion and development period accounted for 70% of the applications. Startup Grant and Creation Grant and organizations that have continuously developed their activities with the support of single-year and long-term grants from the Board of Directors have been selected for performance projects that further explore their own expressions. In addition, two international art exchange activities with the potential to have a ripple effect in multiple cities in the United States were selected. We are also looking forward to applications from young people who are going through the Startup Grant and moving on to the next stage, as well as applications for challenging activities by individuals, as well as projects that engage in festivals and collaborations.

In this fiscal year, the total number of applicants was in the period of forming the foundation of activities and the period of expansion and development of activities, and there were no applications from the mature and top stages of activities. Compared to the first period, the percentage of first-time applications decreased from 85% to 60%, and we received applications for new business initiatives from individuals and organizations that had applied so far. In Japan, projects that are working on new attempts have been selected from organizations that have been steadily accumulating achievements, and as international art exchange activities, projects in which artists from the three countries co-produce exhibitions and publications, and projects that are expected to be innovative by performing in collaboration with people from diverse cultural backgrounds. We look forward to continuing to apply for challenging and innovative projects. However, please note that projects whose main purpose is competitions and contests, or that include the sale of works of art, are not eligible for subsidies.

◆ Acceptance rate: 61.1%
The number of applications for this term was 18, which is the same as in previous years, of which 6, or about 30%, were first-time applications. The acceptance rate in this field tends to be higher than in other fields, at around 50% every year. This year, however, many projects were highly evaluated in terms of both innovation and continuity, and 11 projects, or about 60% of the projects submitted, were accepted. On the other hand, this grant gives priority to arts organizations that are in the stage of activity foundation formation and activity expansion and development, but only one project was selected in the stage of activity foundation formation. This was due to the fact that many parts of the business plan were undecided and the application documents were unclear, making it difficult to predict the level of the business. There were a wide variety of events, including traditional Japanese music, Japanese dance, noh, gagaku, and entertainment (rakugo). Among the selected projects, there were a number of highly international projects, such as performances by Japanese music groups that commission overseas composers and perform together with string quartets, and Noh performances that mark the finale of international music festivals in Germany.

There were 31 applications in this fiscal year. By activity stage, approximately half of the applications were in the foundation stage, and 1/4 were in the expansion/development stage and the mature/top stage. We received a wide variety of applications unique to multiple fields, including projects utilizing VR and media art, international art festivals with exhibitions, performances, lectures, and screenings, and experimental initiatives across art fields. Among these projects, highly feasible and original projects were selected, such as projects that engage in creative works that cannot be captured within the framework of existing art fields, screenings of original documentary films, and international collaboration projects that involve joint production by participants from multiple Asian cities.
