【 Held 】Artpoint Meeting #17× Sumida River Forest Bansho Sumi ni Yume "Accompanying the community and acting as a "bridge""

A talk event in which intermediary support workers are invited to share the practice of "connecting people" who accompany local communities

Tokyo Metropolitan Foundation for History and Culture Arts Council Tokyo, together with the Tokyo Metropolitan Government, is working on "Tokyo Artpoint Project" to create new values and creative activities for society in collaboration with NPOs and other organizations that are responsible for local communities. With the aim of creating relationships for individuals to live a rich life and creating a system for creative activities, we have been implementing experimental art projects with various co-organizers.
As part of this effort, the 17th "Artpoint Meeting," a talk event to deepen the perspectives necessary for cultural projects and art projects in the city, will be held on Sunday, January 18, 2026, at the AZ1 Hall of the YKK60 Building, in collaboration with the art project "Sumida River Forest and All Phenomena Sumi ni Yume" developed in the Sumida River basin.
Art projects connect diverse people and different disciplines in the region, creating new encounters and community interactions. In order to take advantage of these characteristics, it is essential to play the role of a "connector" who reweaves various relationships within and outside the region.
At this forum, we will welcome guests from the Shinshu Arts Council, which is working to create an environment that supports culture and the arts while being close to the community, and Shizuoka, the Arts Council, which is reweaving the relationship between life and culture through micro-art workation (MAW) and other activities. While sharing specific practices in each region, we will discuss the significance and possibility of the role of "connectors" and how to be involved in better nurturing local activities.

Speaker Profile

Shinshu Arts Council

Started in 2022 with the aim of continuously developing the creativity of the diverse regional cultures and arts of Shinshu and Nagano Prefecture. In addition to providing support for the cultural and artistic activities of prefectural residents and local communities, the government will create an environment for collaboration and co-creation through the medium of culture and the arts in order to address issues such as population decline and climate change and create new value by utilizing local resources, while loosely cooperating with various entities such as universities, public institutions, and municipalities.

Masayuki Nomura (General Coordinator, Shinshu Arts Council)

Born in Nagano Prefecture in 1978. General coordinator of the Shinshu Arts Council (Nagano Prefecture Cultural Promotion Corporation). He is involved in the planning and production of performing arts and creative sites as a dramaturk, and in parallel with public arts and cultural support as a coordinator. After working in public halls in Nagano Prefecture and small theaters in Tokyo, as a researcher at the Arts Council Tokyo Arts Academy, as a program officer at the Okinawa Arts Council, and as a cultural promotion coordinator at the Cultural Policy Division of the Nagano Prefectural Culture Department, he assumed his current position in April 2022.

Micro Art Workation (MAW)

This project has been implemented by the Arts Council Shizuoka since 2021 to create opportunities for local residents to meet artists and other creative people. In addition to rediscovering the charm and resources of the region, the main purpose of the event is for creative people to get inspiration for their own expression by interacting with people from all over the prefecture. His common name was MAW.

Saori Tateishi (Arts Council Shizuoka Program Coordinator)

After majoring in art management at university, she worked as a coordinator for art projects in Kanagawa and Miyagi Prefectures, and joined the Koganecho Area Management Center in 2014. In addition to being in charge of planning and publicizing exhibitions and AIR programs, he has also worked as an assistant coordinator for Shizuoka Prefecture's cultural programs since 2017. He assumed his current position in 2021. In addition to supporting art projects led by residents, it has recently launched a project called "fresh air" to utilize vacant houses and is promoting cooperation with other fields.

WAKANA Hitomi (Arts Council Shizuoka Assistant Coordinator)

As a local government employee, she is engaged in cultural promotion activities such as supporting young artists and planning and managing museums. He has been a member of a theater company in Utsunomiya City since 2011, and has produced many performances. A flash mob happening organizer who creates a temporary stage with people who have no experience in dancing or singing. Started a movie program at Community FM, which opened in 2017, and became involved in its management. He assumed his current position in 2022. This is her fourth year in charge of micro art workcation.

Sumidagawa Shirabansho Sumi ni Yume '(commonly known as Sumiyume)

This art project started in 2016 with the opening of the Sumida Hokusai Museum. In Sumida Ward and the Sumida River basin, people who express not only art and culture, but also all kinds of things, aim to connect and enliven the area. Based on the main themes of Hokusai and the Sumida River, various projects utilizing Sumida's local resources were developed over a period of about four months. In addition to sponsoring projects, the secretariat is in charge of realizing projects that are solicited from the public.

Yasuko OGIWARA (General Director of 'Sumidagawa Shirabansho Sumi ni Yume')

After being involved in several artist-in-residence projects, she joined the INAX Culture Promotion Department and Curator Office. Joined the Corporate Mecenat Council in 2001. In addition to being in charge of awards, magazines, and seminars, he is also involved in coordinating Asahi Breweries' mecenat activities. In 2011, he assumed the post of Director General. After serving as executive director of the Sumida City Cultural Promotion Foundation for a term in 2017, he became the general director of the art project Sumidagawa Shirabansho Sumi ni Yume in 2019. In 2020, he became the general producer of Ueda City Cultural Arts Center, and since 2025, he has also served as the director.
