Regional Grant supports a portion of the project expenses for arts and cultural activities that promote the cultivation and development of unique cultures in each region of Tokyo, as well as efforts to inherit the cultural assets and cultural resources of each region for the future and widely disseminate their charm both inside and outside the region, with the aim of creating an environment where everyone can touch and participate in local arts and culture, and revitalizing and promoting the region through arts and culture.

Application Guidelines
- Implementation period of the target project
- Projects beginning on or after October 1, 2026 and ending by September 30, 2027

- The program covers public art and cultural activities in Tokyo (Performances, exhibitions, art projects, etc.).
(1) Project for Utilizing Intangible Folk Cultural Properties
Art and cultural activities that contribute to the stable succession of Tokyo's intangible folk cultural properties (those designated, selected, and registered by the national or local government) to the public
* Please note that this project applies only to intangible folk cultural properties, not intangible cultural properties.
(2) Projects for Utilizing Tangible Cultural Properties (Buildings) and Historical Buildings
Artistic and cultural activities that utilize tangible cultural properties (buildings) in Tokyo (designated, selected, and registered by the national or local governments) and historical buildings in Tokyo to enhance their attractiveness
(3) Projects for Utilizing Regional Cultural Resources
Artistic and cultural activities that discover cultural resources in specific areas of Tokyo and make them take root in the local area. In addition, arts and culture activities that utilize cultural resources that have already taken root in the community to pass on and develop them
(4) Projects to create cultural attractiveness in the community
Arts and culture activities in Tokyo in which local people participate to enhance the cultural attractiveness of the community
* General festivals and events organized by neighborhood and shopping associations are not eligible. - Application Category/Maximum Application Amount

・ The amount of grant application shall be 500,000 yen or less (there is no lower limit)

・ Up to 1/2 of subsidized expenses will be subsidized.
[Category 2: Maximum subsidy of 2 million yen]
・ The amount of subsidy application shall exceed 500,000 yen but not more than 2 million yen.
Category 2 targets projects in which a large number of people (1,000 or more) can come into contact with and participate in local arts and culture.

In the second fiscal year of fiscal 2026, "Regional Grant," 29 projects were selected based on the review process, of which 15 were first-time accepted. By activity field, more than half of the applications were for "Projects to Create Regional Cultural Appeal," while applications for "Utilization of Tangible Cultural Properties (Buildings) and Historic Buildings" and "Utilization of Intangible Folk Cultural Properties" were few. The selected projects included initiatives to archive distinctive local cultural resources, projects aiming to preserve local culture by using photos and films documenting former streetscapes in redevelopment areas, as well as nighttime events such as illuminations at historic buildings and outdoor screenings in parks. This term also included a diverse range of projects.
Regarding "regionality," one of the evaluation perspectives, it was important to confirm the project content by clearly demonstrating clear ties to the community and the significance of initiatives in the implementation area, and whether it objectively demonstrates the creation and promotion of the unique appeal of the region. Regarding "continuity/succession," applications were accepted that not only present ongoing activities but also present perspectives that reflect the achievements and identified issues obtained through past efforts, and that these perspectives will be linked to future improvements and development.
On the other hand, there were applications where the implementation structure and schedule were not sufficiently specific, and some applications lacked sufficient explanations of the basis for estimation and expense details in the income and expenditure budget. When applying, it is required to fill in all necessary items without omission and to clearly indicate the basis for estimation. If there are any uncertainties such as the concept of expense categories or the determination of expenses that can and cannot be included, please refer to the list of eligible expenses and make use of the briefing sessions or individual inquiries via online forms.
Also, since applications from the northern Kitatama area and the island district are relatively low, we expect that proposals for projects that utilize local cultural properties, resources, and regional attractions will expand in the future.
