In 2024, the Tokyo Metropolitan Government launched an art project called "TOKYO CITY CANVAS," a new cultural project that uses temporary enclosures at construction sites as canvases to expand the landscape of art in the city.
As part of this project, this grant will support 1/2 of the cost for art projects that are implemented under the initiative of the private sector to create attractive spaces and create new urban landscapes by using temporary enclosures at construction sites in the city of Tokyo. In addition, to support the creation of artists, we will also provide support for art and design production costs. By supporting private-sector activities, we will create an environment where everyone can enjoy art in close proximity and create new attractions for cities.
Public offerings are scheduled to be held twice a year, with the second period scheduled to begin in 12, 2025.

Application Guidelines
- target business
- ・An art project that enhances the attractiveness of the city by utilizing temporary enclosures and protective curtains at construction sites in Tokyo.
・ A project that can be made public within a certain period of time, such as completion of legally required procedures for applications for permits such as the Ordinance on Outdoor Advertisements and the Ordinance on Landscape, or that is expected to be completed by the time the project is scheduled to be implemented.
* Applications for permits are not required to be completed at the time of application.
* The selection of this grant does not guarantee the acquisition of permission for the Outdoor Advertisement Ordinance, etc.
* The subsidy will not be granted if it cannot be posted due to lack of permission. - implementation period
- Projects to be completed between October 1, 2025 and September 30, 2026
(The project will be completed when the work is completed and opened to the public) - qualification for application
- Private companies, private company groups, councils, arts organizations, executive committees, etc., with headquarters or head office located in Tokyo (individuals cannot be applicants)
* The national and local governments cannot be applicants. However, you can be a member of the executive committee.
* Organizations to which the national or local government has contributed funds or other funds equivalent thereto cannot be applicants. However, you can be a member of the executive committee. - Subsidy amount
(maximum amount of subsidy that can be applied for) - Up to 1/2 of the production and construction cost (subsidized expenses) and up to 10 million yen.
Separately, we will support actual expenses up to 3 million yen as art and design production expenses (Artist outsourcing expenses, creative planning expenses, etc.). The portion exceeding 3 million yen can be included in subsidized expenses.
Starting from FY 2025, the amount of expenses eligible for subsidies does not include consumption tax and local consumption tax. - adoption point
