Example of introduction

Sapporo City Cultural and Artistic Creative Activities Support Project

SPARKPLUG ALLIANCE, an organization adopted in fiscal 2025

Speaker: OGAWA Sakura (Cultural Promotion Division, Cultural Department, Civic Cultural Bureau, Sapporo City)

Unlike traditional direct government grants, this Grant Programs aims to verify the effectiveness of support through intermediary support organizations with on-the-ground awareness and specialized knowledge. After a one-off implementation in fiscal year 2022, it is currently being carried out as a three-year demonstration project from fiscal year 2024 to fiscal year 2026. Through this project, selected organizations are working to build a sustainable collaborative model that includes challenges in diverse creative activities, linking social issues such as welfare and education, and nurturing cultural and artistic leaders. The goal is to return the achievements and challenges obtained throughout the entire project into an autonomous and effective cultural and artistic support system in Sapporo City going forward.

Tottori Creative Platform (TPlat)

Philosophy Cafe at Tottori Prefectural Museum of Art

Speaker: Kiyoshi Takeuchi (President of TPlat, Associate Professor, Faculty of Regional Studies, Tottori University)

A platform for connecting individuals and groups engaged in a wide range of creative activities in Tottori Prefecture and beyond, and for enriching the lives of people living here today. It also aims to disseminate information that can be used to find creativity unique to Tottori, as well as research and policy proposals that are useful for creating affluent lifestyles. Although the prefecture has the smallest population, and it is inevitable that social resources will decrease further due to population decline in the future, we believe that it is possible to realize a local community where everyone can think and act on their own, where creative activities are continuously developed, and where local residents can continuously enjoy the benefits of these activities.

This project involves collaboration between wards, cities, and towns in Tokyo, Tokyo, and Arts Council Tokyo to implement cultural projects tailored to local needs and challenges. It supports new initiatives by municipalities that create opportunities to easily experience arts and culture and serve as key players in cultural projects in their communities. As part of this, the "Tokyo-Kokubunji City Arts and Culture Collaboration Project," implemented in 2025, planned and conducted a workshop called "Searching for Kokubunji's ◯◯" in collaboration with artists and collectives based in the city, guided by the city's future goal of "a city where everyone can feel culture and arts up close."
