Harassment Prevention Course 2026
Practical courses and workshops to prevent harassment in artistic and cultural activities.
Harassment Response Q&A
Harassment is an issue in the field of arts and culture where anyone can be a victim, perpetrator or witness. In fiscal 2023, participants learned about harassment cases in the field of arts and culture and required prevention measures, taking into account recent legal systems, such as the Revised Law for the Comprehensive Promotion of Labor Policies, which obliges small and medium-sized companies to take measures to prevent power harassment, and the Freelance Law, which stipulates measures against harassment at the time of entrustment of freelancers. In this lecture, we welcome back Mr. Kosuke Terauchi, our previous lecturer. In the first half, we will briefly review the basic knowledge that you need to grasp from a legal perspective, and update the information since the previous course, such as the revision of laws that require responses to customer harassment. In the second half, we will consider how to actually make decisions and move in the field while answering questions from participants.

Active Bystander Workshop
An "active bystander" is a person who acts as a third party to change the situation when harassment or inappropriate behavior is occurring or is likely to occur. Raising your voice on the spot is not the only action. Diverting, calling out later, asking for help, and documenting. Depending on your position and situation, you can choose the approach that works for you.
At the after-party, a veteran staff member persistently rebukes the newcomer. If you find yourself in a situation where everyone else is laughing and letting it go, think about what you can do to protect yourself and others.
In this workshop, participants will learn about the way of thinking and action options of active bystanders, and then consider the steps they can take through case studies and group discussions assuming various art sites.
