FY2022 Arts Council Forum
Connecting to the World through the City’s Creative Power -Present and Future of Tokyo-

Arts Council Tokyo (Tokyo Metropolitan Foundation for History and Culture) is hosting each year a forum to discuss the current and important themes in the field of arts & culture. This year’s forum will focus on the value and potential that arts & culture bring to our cities.

Arts, culture, and creativity are essential to the future of our cities and societies. The Tokyo Metropolitan Government has formulated the “Future Tokyo: Tokyo’s Long-Term Strategy,” with the aim of becoming “A city that captivates the world with its culture and entertainment”. The strategy includes creating excitement, discovering new values and liveliness through arts & culture, as well as modeling the arts & culture ecosystem. It also incorporates the formation of a base for communicating Tokyo’s artistic &cultural scene to the world.

In this forum, we will invite presenters from Japan and Hong Kong to learn their opinions and perspectives on the attractiveness and strengths of cities that are active in the creation and dissemination of arts & culture. We will discuss the present and future of cities, and how the post-2020 Tokyo can communicate its urban identity through arts & culture and deepen exchanges with other cities around the globe.


About Arts Council Forum
Each year Arts Council Tokyo organizes forums aiming to address current and important themes in the field of arts & culture. Through discussion among experts from various fields, we aim to explore artistic and cultural measures which affirms and enhances Tokyo’s presence as an international city.

Tamami Yamanaka (The Mori Memorial Foundation, Institute of Urban Development, Chief Researcher)
After joining Mori Building Co., Ltd. she was in charge of planning and development for the Atago Green Hills, Venus Fort, and Roppongi Hills Mori Arts Center projects, and has been in her current position since 2003. Her areas of expertise include culture and industry, experiential tourism, and urban planning. She has published several books, including “The Power of Tokyo’s Brand” (2012), which focused on Tokyo’s tourism experiences; “How Cultural and Creative Industries are developed, London style.” (2016), a research study that interviewed leading cultural experts, focusing on the city’s cultural creativity and the necessary support; and “How Cultural and Creative Industries are developed, New York style ” (2018). “How to Grow Culture and Creative Industries” (2018 and 2019) and “The Power of Culture, the Future of the City” (Kajima Publishing House, 2023).


Paul Tam (Executive Director, Performing Arts of West Kowloon Cultural District Authority, Hong Kong)
Mr Tam leads the Performing Arts Division to deliver world-class programmes and performing arts venues and facilities in the West Kowloon Cultural District. He is responsible for steering the strategic planning and sustainable development of these venues and oversees their business direction, artistic development, venue operations, technical and production, facilities planning and delivery. Mr Tam joined WKCDA in March 2020.
Mr Tam is a seasoned arts executive with over 20 years of experience in performing arts management. Prior to joining WKCDA, Mr Tam was the Executive Director of Hong Kong Ballet, where he oversaw its strategic development, institutional advancement, brand-building, education and community outreach and international touring. He was previously the Director of Marketing of the Hong Kong Philharmonic Orchestra. Mr Tam is a former Chairman and currently a Board Member of the Hong Kong Arts Administrators Association, a Governor of the Federation of Asian Cultural Promotion and an Advancement Committee Member of International Society for the Performing Arts. A pianist and composer by training, Mr Tam received a degree in Piano Performance and an MBA in Arts Administration from York University, Canada.


Maholo Uchida (Director, East Japan Railway Foundation for Cultural Innovations, Takanawa Gateway City (TBD), Center for Cultural Innovation Project)
Planning Director, Signature Pavilion “Future of Life”, Theme Project for the Expo 2025 Osaka, Kansai, Japan
While participating in the establishment of cultural facilities at JR East, she has also served as an advisor and commissioner for museums in Japan and abroad, aiming to create public spaces where intelligence and beauty are fused together. 2002-2020 Worked at the Miraikan National Museum of Emerging Science and Innovation where she curated numerous exhibitions which bridge art and science. Guest curator at the Barbican Center (London), member of the jury for the Good Design Award, etc.


Taro Igarashi (Architectural Historian and Critic)
Born in 1967. Professor, Graduate School of Engineering, Tohoku University. Received his M.A. from the University of Tokyo in 1992 and Ph. D. in Engineering. Artistic director of the Aichi Triennale 2013 and commissioner of the Japanese Pavilion at the11th International Architecture Exhibition, Venice Biennale (2008). He has overseen exhibitions such as “Impossible Architecture: The Architects’ Dreams”, ” Windowology: A Journey of Art and Architecture through Windows”, and “Re-Discovering Decoration: Architecture in Nihonbashi “. He was awarded the 64th Art Encouragement Prize for New Artists and the 2018 Architectural Institute of Japan Education Award (Educational Contribution). He is the author of numerous books, including “Elimination Art for Whom?” (Iwanami Shoten) “New Religion and Gigantic Architecture” (Seidosha), “Enlarged Edition: War and Architecture” (Shobunsha), and many others.
